Le Ministère des Affaires Étrangères d’Haïti a annoncé, le 24 janvier 2025, la mise en place de cellules d’urgence pour soutenir les Haïtiens résidant aux États-Unis, alors que les politiques migratoires américaines se durcissent. Cette initiative fait suite au renforcement des mesures d’expulsion et d’arrestation de migrants en situation irrégulière, en particulier ceux originaires d’Haïti. Les nouvelles cellules, situées dans les ambassades et consulats, auront pour mission d’assister les ressortissants haïtiens, notamment en matière juridique et d’information.
Ces cellules seront opérationnelles 24 heures sur 24, offrant des services essentiels tels que la collecte d’informations, l’accompagnement juridique et la sensibilisation aux droits des migrants. Des lignes d’urgence seront mises en place pour faciliter la communication avec les autorités haïtiennes. L’objectif est de répondre rapidement aux situations critiques comme les arrestations ou les risques d’expulsion, tout en respectant les législations américaines, et les conventions internationales auxquelles Haïti et les États-Unis sont parties.
Cependant, plusieurs interrogations subsistent quant à la portée réelle de cette initiative. Bien que l’assistance permanente semble prometteuse, ledit ministère n’a pas précisé de ressources logistiques et financières nécessaires pour assurer la pérennité de ces cellules. Dans un pays déjà frappé par de multiples crises, les moyens pour soutenir cette initiative sur le long terme sont incertains. De plus, l’absence d’informations sur la coordination avec les organisations locales soulève des inquiétudes.
Si l’initiative répond aux besoins immédiats des migrants, elle ne traite pas pourtant des causes profondes de la migration haïtienne, telles que la pauvreté, l’instabilité politique et l’insécurité. Tant que ces problèmes ne seront pas abordés de manière globale, les mesures d’urgence risquent de rester temporaires, sans changer les dynamiques migratoires structurelles.
Bien que la Chancellerie réaffirme sa volonté de coopérer avec les États-Unis, elle n’évoque pas de plaidoyer diplomatique pour défendre fermement les droits des migrants haïtiens. Cette approche modérée, perçue comme trop conciliante par certains, pourrait réduire l’impact de l’initiative auprès des communautés haïtiennes, qui attendent une défense plus vigoureuse de leurs droits.
En somme, bien que la création de cellules d’urgence représente une première réponse à la crise migratoire, elle met en lumière les limites d’une stratégie à court terme, qui nécessite des ressources et une vision à long terme pour être réellement efficace. Pour une réponse durable, le Gouvernement haïtien devra non seulement gérer les crises immédiates, mais aussi s’attaquer aux causes profondes de l’exode de ses citoyens.
