À l’occasion de la 11e édition des Mardis de la Nation, tenue à la Primature, le Ministre de la Culture et de la Communication, Patrick DELATOUR, a présenté un compte rendu de sa récente mission officielle en France, du 15 au 23 mai 2025. Cette initiative s’inscrit dans les nouvelles orientations de la diplomatie culturelle haïtienne, un axe stratégique mis en avant par les autorités.
La mission avait pour objectif principal de renforcer l’engagement d’Haïti dans la protection de son patrimoine culturel. À ce titre, le Ministre a discuté avec l’UNESCO de l’éventuelle adhésion d’Haïti à la Convention de La Haye de 1954, relative à la protection des biens culturels en cas de conflit armé. Il a également fait le point sur l’application des conventions culturelles ratifiées par Haïti entre 1954 et 2005.
Au-delà des questions patrimoniales, Monsieur DELATOUR a évoqué des avancées dans plusieurs domaines, dont la restructuration de la RTNH, le renforcement de la coopération bilatérale avec la France, ainsi que l’implication de la diaspora et de la société civile dans des débats cruciaux liés à l’insécurité, au référendum, aux réformes constitutionnelles et au processus électoral.
Accompagné de Dwoling ACHILLE, Directeur technique de l’ISPAN, le Ministre a aussi alerté la communauté internationale sur la dégradation accélérée du patrimoine haïtien bâti. Parmi les cas évoqués, il convient de noter l’incendie de la Chapelle de Milot, les actes de vandalisme dans le quartier historique de Bel-Air, ou encore la détérioration des sites de Belot et Furcy à Kenscoff.
La délégation haïtienne a également tenu des consultations de haut niveau avec des représentants de l’Amérique latine, de la Caraïbe et du Centre du patrimoine mondial de l’UNESCO, notamment autour de la réévaluation du rapport de l’ISPAN sur le Parc Historique National et de l’impact des projets routiers sur la Route Nationale #3.
Point fort de la mission, une rencontre avec Gérard LARCHER, Président du Sénat français. À l’issue des échanges, les deux parties ont convenu de la création d’une Commission Mixte Franco-Haïtienne, dont les premiers travaux sont prévus en juillet 2025. Cette instance abordera plusieurs priorités communes, telles que la formation militaire, le renforcement des capacités de la garde côtière, la protection du patrimoine et la promotion de la diplomatie culturelle.
