Le Représentante permanente adjointe des États-Unis auprès de l’ONU, Dorothy SHEA s’est exprimée au Conseil de Sécurité de l’ONU, lors d’une réunion spéciale, organisée à New-York, le 22 janvier 2025, sur la crise multidimensionnelle qui secoue Haïti. Elle a souligné que le pays continue de faire face à des défis majeurs en matière de gouvernance et de sécurité. Selon elle, le Conseil Présidentiel de Transition (CPT) doit privilégier la gouvernance au lieu de luttes politiques ou d’intérêts personnels.
« L’heure n’est pas aux luttes intestines », a insisté l’Ambassadrice, appelant à l’unité pour surmonter les obstacles actuels. Elle a encouragé le CPT à collaborer étroitement avec le BINUH pour accompagner la transition politique.
Elle a également appelé à créer des conditions favorables à des élections libres et équitables en Haïti.
« La lutte contre la corruption et la promotion de la transparence doivent être des priorités », poursuit-elle.
Ces mesures, selon elle, sont essentielles pour restaurer la confiance du peuple haïtien envers son gouvernement de transition. Dorothy SHEA a insisté sur l’importance d’inclure les femmes et les jeunes dans le processus politique haïtien. Elle a salué les efforts du BINUH pour garantir une participation inclusive et significative de ces catégories.
Abordant la question sécuritaire, elle a dénoncé l’impact dévastateur de la violence des gangs sur la population.
« La brutalité des gangs continue de terroriser le peuple haïtien » affirme t-elle, évoquant des enlèvements et des viols.
La diplomate a aussi souligné que les attaques des gangs bloquent l’aide humanitaire et coupent les moyens de subsistance essentiels. L’Ambassadrice a rappelé que le Conseil de Sécurité avait sanctionné deux chefs de gangs pour leurs activités criminelles.
Madame SHEA a, par ailleurs, salué les efforts du Kenya, qui dirige la Mission Multinationale d’Appui à la Sécurité en Haïti (MMAS).
« La MMAS collabore étroitement avec la PNH pour repousser les gangs et stabiliser certaines zones », a-t-elle indiqué.
Dorothy SHEA a encouragé les donateurs internationaux à renforcer leur soutien financier pour améliorer la situation sécuritaire. Elle a exprimé son impatience de lire le rapport complet du Secrétaire Général sur le rôle de l’ONU. Elle a exhorté toutes les parties à respecter les organisations humanitaires présentes pour fournir une aide vitale.
« Haïti a besoin d’une aide humanitaire pour répondre aux besoins immédiats de sa population » insiste-t-elle.
Elle conclut en affirmant que les Haïtiens doivent vivre sans crainte et retrouver paix, sécurité et prospérité.
