Le Premier Ministre Alix Didier FILS-AIMÉ a rencontré, ce mardi 2 décembre 2025, le Secrétaire Général de l’Organisation des États Américains (OEA), Albert R. RAMDIN, pour échanger sur la sécurité, l’appui institutionnel et le processus électoral en cours de préparation. Le diplomate a également échangé avec le Président du Conseil Présidentiel de Transition (CPT), Laurent SAINT-CYR et d’autres Conseillers-Présidents.
La rencontre a été précédée d’un entretien avec les membres du CPT à la Villa d’Accueil, où les membres du Conseil et la délégation de l’OEA ont discuté des enjeux de gouvernance, de stabilité et de l’organisation des prochaines élections, conditionnées par le rétablissement de la sécurité nationale. Les responsables ont également abordé l’échéance du mandat du CPT, fixée au 7 février 2026, et la feuille de route nécessaire pour consolider la paix avec le soutien de la communauté régionale et internationale.
À la Primature, le Chef du Gouvernement a présenté les progrès réalisés dans la lutte contre les groupes armés et l’amélioration progressive des dispositifs opérationnels. Il a rappelé que la sécurité demeure la priorité absolue, condition indispensable pour garantir des élections fiables et crédibles. Il a demandé le soutien des États membres de l’OEA pour consolider la Force de Répression des Gangs (FRG), qualifiée d’outil central pour la sécurisation du territoire. Le locataire de la Primature a également informé le Secrétaire Général de la publication, lundi 1er décembre, du Décret électoral adopté en Conseil des Ministres.
Albert RAMDIN a salué la publication du décret, qu’il a qualifiée de « pas important » vers la tenue d’élections inclusives et démocratiques. Le diplomate a réaffirmé l’engagement de l’OEA à soutenir la stabilité institutionnelle et à accompagner Haïti dans la préparation du processus électoral.
Alix Didier FILS-AIMÉ a enfin insisté sur les besoins humanitaires et sociaux, en particulier dans les communautés affectées par la violence. Le Premier Ministre a sollicité un appui pour le développement de programmes de réinsertion et d’accompagnement communautaire, destinés à renforcer le tissu social et favoriser une paix durable.
Cette rencontre intervient un jour après l’adoption, en Conseil des Ministres, et la publication, hier lundi 1er décembre 2025, du nouveau Décret électoral au journal officiel « Le Moniteur ». C’est une avancée considérée, selon la Présidence, comme cruciale pour encadrer l’organisation des prochaines élections. Malgré cette étape, les autorités haïtiennes et leurs partenaires internationaux soulignent que de nombreux défis restent à relever, en particulier sur le plan sécuritaire.
Les violences armées continuent de fragiliser certaines zones du pays, compromettant la liberté de circulation et limitant l’accès des populations aux services de base. Le renforcement opérationnel des forces de sécurité, notamment à travers la Force de Répression des Gangs (FRG), demeure une priorité pour garantir la sécurité des citoyens et créer les conditions nécessaires à un processus électoral crédible.
Accompagné de sa Conseillère et Cheffe de Cabinet, Xaviera JESSURUN, de l’Ambassadeur d’Haïti auprès de l’OEA, Jean Josué « Dahomey » PIERRE, du Représentant Spécial de l’OEA en Haïti, Cristobal DUPOUY, ainsi que de la Directrice du Département d’Accès aux Droits de l’Organisation, Betilde MUÑOZ-POGOSSIAN, le numéro 1 de l’OEA devra s’entretenir notamment le Conseil Électoral Provisoire (CEP), le Chef du Bureau Intégré des Nations Unies en Haïti (BINUH), Carlos Ruiz MASSIEU, pendant son séjour en Haïti.
