Le diplomate surinamien Albert RAMDIN a été élu, ce lundi 10 mars 2025, Secrétaire Général de l’Organisation des États américains (OEA). Il succède à l’Uruguayen Luis Almagro, après un vote par acclamation qui marque une première historique pour un représentant d’un pays caribéen.
Âgé de 67 ans, Albert RAMDIN est une figure bien connue au sein de l’organisation. Il a occupé le poste de Secrétaire Général adjoint de l’OEA de 2005 à 2015, avant d’être nommé Ministre des Affaires Étrangères du Suriname en 2020.
Son élection a largement été facilitée par le retrait de son unique adversaire, le Paraguayen Rubén Ramírez LEZCANO, lui permettant d’obtenir le soutien de 22 pays, parmi lesquels le Brésil, la Colombie et le Chili.
Dans son premier discours en tant que Secrétaire Général élu, Albert RAMDIN a insisté sur la nécessité de renforcer l’unité au sein de l’OEA dans un contexte marqué par de nombreuses crises en Amérique latine. Il a également souligné des enjeux cruciaux tels que la gestion des flux migratoires et l’influence croissante de la Chine sur le continent américain.
Son mandat débutera officiellement en mai 2025, à l’expiration du second mandat de Luis Almagro.
Ce qui marque un tournant pour la représentation caribéenne. L’élection d’un représentant d’un pays caribéen à la tête de l’OEA est perçue comme une avancée majeure pour la Communauté des Caraïbes (CARICOM). Depuis plusieurs années, cette organisation plaide pour une meilleure représentation de ses membres au sein de l’OEA, où les grandes puissances d’Amérique latine et du Nord dominent traditionnellement les débats.
Parmi les dossiers sensibles qui attendent Albert RAMDIN, la gestion des tensions entre les États membres et la nécessité de redéfinir le rôle de l’OEA dans la résolution des crises régionales figurent parmi les priorités.
L’un des plus grands défis de son mandat sera Haïti, où l’OEA est régulièrement critiquée pour son manque d’efficacité face à l’instabilité politique et sécuritaire persistante. Sa capacité à proposer des solutions durables sera un test majeur pour son leadership.
