Le Conseil de Sécurité des nations-unies a donné carte blanche à une opération multinationale majeure en Haïti. Cette décision, qui marque un tournant crucial dans la lutte contre la violence des gangs armés dans le pays, a été adoptée avec une écrasante majorité de 13 voix pour, tandis que seulement deux membres ont choisi de s’abstenir. Cette mission, non-onusienne, aura une durée d’un an.
Une force internationale va enfin être déployée en Haïti. Dans un vote historique qui s’est déroulé ce lundi 2 octobre au siège des Nations Unies à New York, le Conseil de sécurité de l’ONU a voté la résolution 2699 autorisant le déploiement de la force multinationale en Haïti pour soutenir la police nationale dans la lutte contre les gangs armés. Avec 13 voix pour, la Russie et la Chine se sont abstenus, le conseil adopte ce lundi après-midi la résolution rédigée par les Etats-Unis.
La mission, dont le mandat initial est d’une année renouvelable, sera sous le commandement du Kenya, et elle regroupera au moins 12 pays déterminés à mettre un terme à cette violence dévastatrice. Cette force multinationale agira en vertu du chapitre 7 de la Charte des Nations Unies, ce qui signifie qu’elle aura le pouvoir d’utiliser la force militaire si nécessaire pour contenir les actions des gangs armés et rétablir la stabilité en Haïti.
La résolution, rédigée conjointement par les États-Unis et l’Équateur, a recueilli un soutien massif de la part de la communauté internationale. Elle vise à mettre fin au règne des gangs armés qui jouissent de l’impunité et font vivre un cauchemar à la population.
C’est une mission non-onusienne aprouvée par le Conseil de Sécurité de l’ONU et financée par les États-Unis. Ce n’est pas une mission de paix de casques bleus, c’est une mission d’intervention suite à la demande express du Gouvernement Haïtien formulée en Octobre 2022.
