Haïti : L’ULCC constate une avancée significative dans la conformité à la loi sur la déclaration de patrimoine
L’Unité de Lutte Contre la Corruption (ULCC) a publié, ce lundi 1er septembre 2025, une note d’information sur l’évolution des déclarations de patrimoine des agents publics assujettis à la loi du 12 février 2008. L’institution affirme que des progrès notables ont été enregistrés, en particulier chez les plus hautes autorités de l’État.
Selon les données communiquées, tous les membres du Conseil Présidentiel de Transition (CPT) ont rempli cette obligation, tandis que 90 % des ministres et secrétaires d’État en fonction ont également déposé leur déclaration. L’ULCC précise toutefois que deux ministres et deux secrétaires d’État ne se sont pas encore conformés, malgré les rappels officiels qui leur ont été adressés.
Pour parvenir à ces résultats, l’institution a multiplié les initiatives, notamment l’organisation de journées de déclaration, la publication d’un guide pratique, des campagnes de sensibilisation, la retenue d’une partie des émoluments de certains agents, ainsi que la transmission de 120 dossiers à la justice pour défaut de déclaration. L’ULCC souligne également la contribution de plusieurs organisations de la société civile dans cette démarche.
L’institution rappelle qu’un diagnostic de la loi sur la déclaration de patrimoine avait été mené en 2022. Sur cette base, elle annonce la mise en place de réformes avec l’appui de partenaires techniques et financiers, afin de renforcer le Système de Déclaration de Patrimoine, baptisé SYDEP III.
L’ULCC met en avant une progression remarquable : en trois ans, les dépôts de déclarations auraient connu une hausse de 535 %. Elle attribue cette évolution à l’intensification de ses actions, tant sur le plan préventif que répressif.
Malgré cette avancée, des poches de résistance persistent au sein de l’administration. Certains hauts fonctionnaires continuent de se soustraire à leurs obligations, révélant les limites d’un système qui, malgré les progrès affichés, peine encore à garantir une transparence totale.
