Éditorial : Un an de transition, un an de désillusion
Un an après son installation, ce 24 avril 2025, le Conseil Présidentiel de Transition (CPT) s’enlise dans un marasme que même ses soutiens les plus modérés peinent à défendre. Ce qui devait être une étape vers la stabilité politique, la refondation institutionnelle et la restauration de la sécurité nationale, est devenu, aux yeux de nombreux observateurs, un engrenage sans issue.
Le constat est dur, mais il s’impose : le pays s’enfonce dans le chaos, et l’action du CPT ne semble ni freiner ni canaliser cette chute. Cette année de transition peut se résumer en un mot glaçant : « désastre » ou « catastrophe». Les chiffres parlent d’eux-mêmes : plus de 10 000 cas d’enlèvements, 500 assassinats, 1,5 million de déplacés internes, et une population livrée à elle-même, prise en otage par des bandes criminelles qui contrôlent des pans entiers du territoire.
Mais au-delà des statistiques, ce sont les institutions qui s’effondrent. Le CPT est accusé de passivité, voire de complicité, face à la montée de l’insécurité. À mesure que l’État recule, les gangs avancent, les fonctionnaires désertent, la justice se tait, et la peur dicte sa loi. Ce gouvernement de transition, censé faire rempart à l’effondrement, est devenu un rouage du blocage.
Initialement pensée comme une rupture avec les pratiques politiques délétères, la transition s’est transformée en un espace d’opacité, de petits arrangements internes et de gestion personnelle du pouvoir. Les promesses d’inclusion, de réforme, de sécurité et de justice ne sont plus que des slogans creux dans un pays qui pleure ses morts au rythme des rafales.
L’appel lancé à la communauté internationale, aussi douloureux soit-il, souligne une évidence : le pouvoir en place ne gouverne plus rien de l’espace qu’il occupe. Et cette occupation, sans projet, sans légitimité populaire, sans résultats tangibles, ne peut que nourrir la colère, le désespoir, et à très court terme, la révolte.
Haïti n’a pas besoin d’une transition sans fin. Elle a besoin d’un cap, de clarté, de courage, et d’un nouveau pacte républicain. Cela passe par un renouvellement radical des élites, des institutions et des pratiques. Cela passe aussi par la mobilisation citoyenne, la pression des forces sociales, et l’émergence d’alternatives crédibles.
Un an après sa mise en place, le CPT n’a pas tenu sa promesse de rupture. Il est temps que le peuple haïtien réclame, au-delà du changement de visages, un véritable changement de système.
