Le Conseil d’Administration de la Banque Mondiale a approuvé un don de 60 millions de dollars américains en faveur d’Haïti. Cette somme sera allouée au projet de renforcement de la gestion des finances publiques. Ce projet vise à améliorer la transparence et l’efficacité des opérations financières de l’État haïtien.
Selon un communiqué de la Banque Mondiale publié le 4 mars 2025, ce financement servira à renforcer la gestion et la surveillance budgétaires du gouvernement haïtien. Il mettra l’accent sur le contrôle des finances publiques et l’amélioration des institutions de supervision. Il permettra aussi l’optimisation des opérations douanières afin de maximiser les recettes fiscales.
L’objectif affiché est d’accroître la capacité de l’État à mobiliser des ressources et à mieux gérer ses dépenses. La gouvernance économique en Haïti reste un défi majeur. Le projet devrait aussi contribuer à la création d’opportunités d’emploi. Le pays traverse une crise économique et sécuritaire sans précédent.
Une gouvernance financière en difficulté
Un rapport du Fonds Monétaire International (FMI), publié en janvier 2025, montre les faiblesses de la gestion des finances publiques en Haïti. Il souligne que l’instabilité politique et sécuritaire fragilise les institutions. Cette situation limite aussi leur efficacité.
Le manque de contrôle et de transparence favorise une mauvaise gestion des fonds publics, sans véritables sanctions. À cela s’ajoute l’émigration massive de cadres qualifiés qui affaiblit encore davantage la capacité de l’État à assurer une gouvernance efficace. Malgré quelques avancées, le FMI estime que ces progrès restent insuffisants. Ils ne garantissent pas encore une meilleure gestion des ressources publiques.
Une crédibilité budgétaire fragilisée
Le rapport du FMI souligne également des faiblesses structurelles dans l’élaboration du budget de l’État. Il critique une planification tardive et inefficace des dépenses. Il dénonce aussi un manque de transparence et de contrôle parlementaire. L’adoption fréquente des budgets par décret affaiblit leur légitimité. Cette pratique est due à l’absence d’un parlement en place.
Si la Cour Supérieure des Comptes continue d’émettre des avis sur le budget, ces recommandations ont peu d’impacts. Elles ne permettent pas encore d’améliorer la crédibilité des finances publiques.
Un partenariat stratégique établi sur 4 ans
Parallèlement, le Conseil d’administration du Groupe de la Banque mondiale a approuvé un nouveau cadre de partenariat stratégique pour Haïti, couvrant la période 2025-2029. Elle mettra à disposition environ 320 millions de dollars sous forme de subventions destinées aux populations les plus vulnérables.
Ce financement vise à renforcer la gouvernance économique, à favoriser la création d’emplois et à préserver les services essentiels. En mettant l’accent sur la résilience face aux catastrophes naturelles et aux crises, ce plan ambitionne de stabiliser les bases économiques et sociales du pays tout en assurant une meilleure protection des citoyens les plus exposés.
Une initiative porteuse d’espoir
Avec ce financement, la Banque Mondiale espère renforcer la gouvernance économique et améliorer la gestion des finances publiques. Dans un pays où l’instabilité politique et l’insécurité fragilisent les institutions, ce projet représente une opportunité. Par ailleurs, son succès dépendra de la capacité des autorités haïtiennes à relever les défis structurels.
