À travers un communiqué de presse, dont une copie a été acheminée à notre salle de rédaction, la Présidence a informé le public que le Conseiller-Président Dr Frinel JOSEPH a présidé, ce vendredi 31 janvier 2025, une importante réunion virtuelle avec des Représentants du Ministère des Relations Extérieures du Mexique, de l’Ambassade du Mexique en Haïti, de l’Ambassade d’Haïti au Mexique, de l’Institut National Electoral du Mexique (INE), des Missions Permanentes du Mexique et d’Haïti auprès des Organisations des États Américains (OEA), du Département de coopération et d’observation électorale de l’OEA et du Bureau du Secrétariat Général de l’OEA à Port-au-Prince.
Ont pris part à cette réunion le Conseiller-Président Dr Frinel JOSEPH, M. Patrick SAINT-HILAIRE, Président du Conseil Électoral Provisoire (CEP), M. Reynold GUERRIER, Directeur Général de l’Office National d’Identification (ONI), ainsi que M. Walta J. D. CLERCIUS, Secrétaire technique de l’Organisation de la Conférence Nationale.
Selon le communiqué, cette réunion s’inscrit dans le cadre des efforts visant à renforcer le processus électoral en Haïti, en mettant l’accent sur la coopération internationale et l’échange d’expertise en matière électorale.
Frinel JOSEPH, quant à lui, a exprimé sa gratitude envers les institutions mexicaines et l’OEA pour leur engagement et leur soutien technique. Il affirme que cette collaboration s’inscrit dans une dynamique essentielle visant à jeter les bases d’un État de droit solide en Haïti. La refondation institutionnelle du pays repose sur une réforme constitutionnelle incontournable, destinée à moderniser les structures étatiques, renforcer la séparation des pouvoirs et garantir une meilleure représentativité des citoyen.
« Le référendum constitutionnel, prévu en mai 2025, constitue une étape décisive pour adapter la Constitution de 1987 aux réalités contemporaines et renforcer la confiance des citoyens dans le système démocratique. Par ailleurs, l’organisation d’élections générales inclusives et crédibles en 2025 demeure une condition indispensable à la restauration de la légitimité démocratique et à la consolidation de la stabilité politique», poursuit le communiqué.
A cet effet, la délégation haïtienne sollicite l’appui de l’INE pour moderniser les infrastructures électorales, renforcer les dispositifs technologiques et assurer la formation du personnel technique et vacataire. L’INE a, pour sa part, exprimé sa disponibilité à approfondir la coopération électorale avec Haïti.
Une délégation haïtienne effectuera une tournée de haut niveau en Amérique latine, au cours du mois de mars 2025, afin de concrétiser et de renforcer cette coopération avec plusieurs partenaires régionaux.
