Le président du Conseil Présidentiel de Transition, Edgard LEBLANC Fils, s’est entretenu, ce jeudi 5 septembre 2024, avec le Secrétaire d’État américain, Antony BLINKEN, lors de sa première visite à Port-au-Prince. Ils ont discuté de la sécurité, des élections, mais ont passé en survol la question des Conseillers-Présidents impliqués dans le scandale de corruption.
Quelques heures après sa rencontre avec le Chef de la Diplomatie américaine, Antony BLINKEN, le Président Edgard LEBLANC Fils a donné un point de presse à la Villa d’accueil, à Musseau. Toutefois, un point de presse plein d’incohérence comparativement à la conférence de presse du Secrétaire d’État, Antony BLINKEN.
En faisant le débriefing de ses échanges avec l’officiel américain, le Conseiller-Président a fait une radiographie de la situation sécuritaire du pays, notamment avec la violence armée qui est très préoccupante. Il en a profité pour demander un appui continu du gouvernement américain aux forces de sécurité ( la PNH et les FAD’H), malgré l’envoie de la Mission Multinationale d’Appui et de Sécurité.
En ce qui a trait à ladite mission, Edgard LEBLANC Fils a confirmé la volonté de Washington de changer le statut de la force dirigée par le Kenya en raison du manque de moyen, surtout économique. Au sujet de la préparation pour les élections, le président du CPT promet au Secrétaire d’État américain que d’ici les prochains jours le Conseil Électoral Provisoire (CEP), sera à pied d’œuvre. Blinken insiste sur la nécessité pour Haïti de tenir les élections générales pour la stabilité politique, institutionnelle et démocratique.
Edgard LEBLANC Fils a présenté à M. BLINKEN l’impact du scandale de corruption lié à la BNC sur le fonctionnement du CPT. Tout en apportant un démenti formel aux allégations faisant croire que le Chef de la diplomatie américaine ait demandé l’éviction éventuelle des trois conseillers-présidents (Louis Gérald GILLES, Smith AUGUSTIN et Emmanuel VERTILAIRE) impliqués dans le dossier de corruption à la Banque Nationale de Crédit (BNC).
Il a fait savoir, de préférence, que Antony BLINKEN a applaudi la décision des conseillers qui se sont présentés de leur propre gré à l’Unité de Lutte contre la Corruption (ULCC). Affirmant que personne n’est au-dessus de la loi.
Qu’en est-il des non-dits ?
Lors de sa conférence de presse, le Secrétaire d’État américain, Antony BLINKEN, quant à lui, a insisté sur l’importance de la lutte contre la corruption en Haïti. Il croit que ce serait difficile de rétablir la sécurité en Haïti mais il dit croire en la capacité de la PNH et de la MMS.
Il estime que la sécurité est la base de tout ce qui va arriver ensuite, y compris la préparation des élections de l’année prochaine. En ce sens, le responsable américain présure le CPT et le gouvernement de Garry CONILLE à mettre leur devoir au propre.
Antony BLINKEN a tenu plusieurs réunions dans la résidence de l’ambassadeur américain. La venue du diplimate coïncide avec le succès des forces de sécurité contre les gangs armés dans plusieurs quartiers de la région métropolitaine de Port-au-Prince.
