Dans son dernier rapport publié le 1er juin, à l’occasion des quatre ans de l’offensive des gangs à Martissant, le Centre d’Analyse et de Recherche en Droits de l’Homme (CARDH) accuse directement l’État haïtien d’avoir favorisé la montée en puissance des gangs. Il dénonce une inaction complice, des liens tacites entre responsables politiques et groupes armés, et une absence de stratégie sécuritaire durable.
Le CARDH critique vivement le projet de faire appel à Academi (ex-Blackwater), une société militaire privée américaine, qu’il juge dangereuse pour les droits humains. Il évoque l’échec des opérations policières à Village-de-Dieu, les discussions passées entre des dirigeants et des chefs de gangs, ainsi que l’impunité persistante.
Le CARDH dénonce le rôle ambigu de l’État haïtien dans la montée en puissance de la coalition armée «G9 an fanmi e alye», dirigée par d’anciens policiers et, selon lui, tolérée par les autorités. À Martissant, les rares mesures de sécurité mises en place ont été abandonnées, illustrant une absence de stratégie durable.
Plus inquiétant encore, le rapport pointe de possibles liens tacites entre des responsables politiques et les gangs, suggérant que certains élus auraient tiré avantage du soutien de ces groupes. L’absence d’enquête parlementaire sur ces soupçons témoigne, selon le CARDH, d’une culture d’impunité persistante.
En réponse, l’organisme des droits humains propose des mesures concrètes, notamment renforcement de la police, création d’une unité spéciale anti-gangs, levée partielle de l’embargo sur les armes pour les forces de l’ordre, construction d’une prison de haute sécurité, création d’un tribunal spécial, désarmement, réinsertion des jeunes et formation d’un groupe d’experts indépendants pour élaborer une stratégie nationale de sécurité.
