L’agonie de la ville de Mirebalais est un symbole criant de l’incapacité de l’État haïtien à assurer sa souveraineté sur son territoire et à protéger ses citoyens. Alors que les gangs armés étendent leur contrôle dans de nombreuses régions du pays, Mirebalais, autrefois un centre économique et social dynamique du Nord du pays, est aujourd’hui sous la coupe de ces groupes criminels, et l’État semble tout simplement regarder, impuissant.
L’État haïtien, dans sa lente dérive, semble avoir renoncé à son rôle fondamental : celui de garantir la sécurité et la protection de ses citoyens. Le phénomène des gangs, qui a pris de l’ampleur ces dernières années, est devenu une véritable tragédie nationale. Les autorités, incapables de mettre en place une politique de sécurité publique efficace, ont laissé les zones urbaines, comme Mirebalais, être prises en otage par des hommes armés qui imposent leurs lois.
Ce qui est particulièrement frappant, c’est l’absence de réponse adéquate et cohérente de l’État face à cette situation. Alors que les bandes armées occupent impunément les rues et les quartiers, les autorités, tant locales que nationales, semblent paralysées. À Mirebalais, la population vit dans une peur constante, incapable d’aller au marché, d’envoyer ses enfants à l’école, ou même de mener une vie normale. Les gangs ont remplacé l’État et imposent leur propre justice, à la fois arbitraire et violente.
Le silence des autorités face à cette occupation est assourdissant. Alors que les voix s’élèvent pour dénoncer cette prise de contrôle progressive, les dirigeants semblent se contenter de promesses vides et de déclarations sans effet. Les membres du CSPN, dont le Premier Ministre Alix Didier FILS-AIMÉ, le Ministre de la Justice et de la Sécurité Publique, Patrick PÉLISSIER, celui de l’Intérieur et des Collectivités Territoriales, Paul Antoine BIEN-AIMÉ et le Directeur Général a.i de la Police Nationale d’Haïti Rameau NORMIL, ne font que répéter les mêmes mots : « la sécurité est une priorité », mais dans les faits, rien ne change. Mirebalais, comme tant d’autres villes du pays, devient une ville morte, livrée aux mains de ceux qui imposent la loi par la force, sans crainte de représailles. Cette phrase devient le mot de passe des membres du Conseil Supérieur de la Police Nationale (#CSPN)
Au lieu de mobiliser l’armée et les forces de sécurité dans une opération d’envergure pour reconquérir ces territoires, l’État semble se contenter de solutions temporaires et de déclarations de principe. Cela a conduit à une situation où des quartiers entiers sont contrôlés par des criminels, et les forces de l’ordre sont incapables de les en déloger. La ville de Mirebalais, autrefois prospère, est désormais un symbole de l’effondrement de l’État haïtien.
La véritable tragédie dans tout cela, c’est que ce phénomène n’est pas une fatalité. Les solutions existent, mais elles exigent une volonté politique forte et une action immédiate. L’État haïtien doit d’abord reconnaître la gravité de la situation, avant de pouvoir espérer y rétablir l’ordre. Cela implique une réforme en profondeur du secteur de la sécurité, une mobilisation de ressources pour renforcer les capacités de la police nationale et un partenariat plus étroit avec la communauté internationale. Mais avant tout, cela nécessite d’un leadership courageux, capable de remettre la nation sur les rails de la stabilité et de la sécurité.
La liquidation de la ville de Mirebalais aux gangs est un échec cuisant de l’État haïtien. Mais au-delà de Mirebalais, c’est l’ensemble du pays qui est menacé. Tant que l’État continuera à ignorer les cris de détresse de ses citoyens, tant qu’il persistera à regarder sans réagir face à cette situation, la violence et l’insécurité continueront de ronger le coeur de la nation. Il est temps que les autorités prennent enfin des mesures décisives avant que d’autres villes, et peut-être même tout le pays, ne succombent à cette logique de domination criminelle.
