Le Gouvernement haïtien a adopté une série de mesures lors du Conseil des Ministres tenu le mercredi 30 avril 2025 à la Villa d’Accueil. La sécurité, les investissements, les réformes institutionnelles et la diplomatie ont été au cœur des débats. Le Conseil a ensuite validé l’ensemble des points inscrits à l’ordre du jour.
Les autorités ont proclamé un état d’urgence sécuritaire pour une durée de trois mois. Cette décision vise à renforcer les capacités d’intervention de l’État dans les zones à haut risque. Ensuite, un décret instituant l’Agence Nationale de Sécurité (#ANS) a été adopté. L’ANS sera chargée de centraliser les efforts de renseignement et de coordination en matière de sécurité intérieure.
Le Conseil a également modifié l’arrêté du 12 février 2025 afin de redynamiser la Commission Nationale de Désarmement, Démantèlement et Réinsertion (#CNDDR). Deux nouvelles personnalités ont rejoint la structure, portant à neuf le nombre total de membres. Elle est désormais composée de : Enold FLORESTAL, Coordonnateur ; Guerda PREVILON ; Claudy ALEXIS ; Junior BONHEUR ; Illionor LOUIS ; Michel Jean Marie LÉONIDAS ; Abler Roudy LALANNE ; Jean Rebel DORCÉNAT et Rodjiny JEAN-BAPTISTE.
En matière d’économie, deux nouvelles zones franches et un nouvel opérateur pétrolier ont été validés. Il s’agit de Lafito Commercial Free Zone, dans le département de l’Ouest, et de PC Terminals Free Zone, située à Terrier Rouge, dans le département du Nord-Est.
Par ailleurs, une résolution a été adoptée pour autoriser l’entrée de la société Waka Énergie S.A. dans le secteur pétrolier. Un arrêté déclarant d’utilité publique plusieurs terrains aux Cayes a également été adopté. Cette décision vise à permettre la construction d’un nouvel aéroport dans le Sud.
En parallèle, le Conseil a procédé à la nomination de trois nouveaux Directeurs Généraux à la tête de certaines institutions publiques. Emmanuel SILENCIEUX devient Directeur général du Ministère de l’Agriculture, des Ressources naturelles et du Développement rural (#MARNDR). Nathan LAGUERRE est nommé au Ministère de la Jeunesse, des Sports et de l’Action civique (#MJSAC) et Ernst SAINT LOUIS prend la tête de la Direction nationale du Livre (#DNL).
Pour clore la séance, plusieurs ministères ont présenté des communications jugées importantes. Les ministères de la Justice et de l’Intérieur ont dressé un état des lieux de la situation sécuritaire. Le Ministère des Affaires Étrangères, pour sa part, a présenté les récentes démarches diplomatiques entreprises. Par ailleurs, le Ministère des Finances a annoncé la visite officielle du Président de la Banque Interaméricaine de Développement (#BID) en Haïti, prévue du 7 au 9 mai 2025.
