La Barbade a décidé de ne pas envoyer de troupes en Haïti, dans le cadre de la Mission Multinationale de Soutien à la Sécurité (MMSS), malgré son engagement initial. Cette décision a été confirmée par Kerrie SYMMONDS, ministre des Affaires étrangères. Selon lui, l’environnement sécuritaire en Haïti est trop instable pour garantir une intervention efficace.
En effet, Monsieur SYMMONDS a avancé l’absence de planification stratégique cohérente au niveau international.
» Nos troupes n’iront nulle part à ce stade. Nous avons indiqué à tout le monde que la Barbade voudrait apporter une assistance technique partout où cela est possible; nous ne pensons pas pour l’instant à des troupes sur le terrain en Haïti « , a déclaré le ministre.
D’autres pays avaient également promis un soutien militaire avant de revenir sur leur décision. La Colombie, pour sa part, a renoncé à envoyer des troupes, invoquant des priorités nationales et des risques sécuritaires. Elle propose plutôt de former des policiers haïtiens sur son territoire. Le Kenya, initialement chef de file de cette force multinationale, tarde à envoyer le reste de ses policiers. Cette suspension, dans le déploiement, reflète des contestations internes sur la légitimité de la mission.
Face à ces rétractations, ces pays privilégient des formes d’aide technique et de soutien logistique. La Barbade, par exemple, envisage d’envoyer des experts en médecine et en formation plutôt que des soldats. Cette approche vise à contribuer au renforcement des institutions haïtiennes sans risquer la vie de leurs citoyens.
Ces décisions reflètent une tendance croissante à éviter les interventions militaires directes en Haïti. Toutefois, elles soulignent également la faiblesse des dirigeants haïtiens dans la gestion de cette crise. L’État haïtien, rongé par la corruption et l’incapacité, peine à défendre sa souveraineté. En dépendant continuellement de l’étranger, Haïti expose davantage sa vulnérabilité et son incapacité à garantir un avenir stable à son peuple.
