Haïti : Plus de 6 200 promotions irrégulières sous enquête à la PNH
Plus de 6 200 promotions jugées irrégulières ont été recensées au sein de la Police Nationale d’Haïti (PNH) entre juin 2024 et août 2025, selon un rapport interne rendu public, le samedi 8 novembre 2025. L’enquête, commandée par le Directeur Général a.i. André Jonas Vladimir PARAISON, a fait état de 6 284 cas de violations des procédures légales, provoquant une onde de choc au sein de l’institution.
Le rapport, élaboré par la Commission de contrôle interne dirigée par l’Inspectrice Générale Marie Elva Sinora Nassar PIERRE, dénonce une inflation du nombre de cadres et une charge budgétaire insoutenable. Ces pratiques, selon la Commission, fragilisent la discipline administrative et nourrissent les soupçons de favoritisme et de clientélisme.
Le document s’appuie sur la Constitution, la loi portant création de la PNH et les règlements internes de l’institution. Il recommande une révision systématique des promotions concernées, une refonte du manuel du personnel et un renforcement des mécanismes de contrôle administratif, afin de rétablir la transparence dans la gestion des ressources humaines.
Cette commission, composée également des Inspecteurs Jackson HILAIRE, John Games OLIVIER, Joseph Rolind JEAN LOUIS, Jacques PIERRE et Bichara FAUSTIN, a mené plusieurs mois d’investigation dans les directions départementales et centrales.
Le Directeur Général a.i. André Jonas Vladimir PARAISON a salué le travail de l’équipe d’enquête et promis la mise en œuvre de mesures correctives urgentes. Cette révélation pourrait marquer le début d’une réforme profonde du système de gestion interne de la PNH, longtemps critiqué pour son manque de transparence.
