Le Président américain Donald TRUMP a déclaré, hier jeudi 8 janvier 2026, son intention d’envisager des opérations terrestres contre les cartels de la drogue qu’il accuse de contrôler une partie du territoire mexicain. Cette annonce, faite lors d’une interview télévisée, ravive les craintes d’une escalade diplomatique entre Washington et Mexico, alors que les autorités mexicaines réaffirment leur attachement au respect de la souveraineté nationale.
Interrogé sur la chaîne Fox News, Donald TRUMP a affirmé que les forces américaines pourraient prochainement mener des actions terrestres contre des organisations criminelles qu’il juge responsables de l’essentiel du trafic de drogue vers les États-Unis. Selon lui, cette option s’inscrirait dans la continuité de plusieurs mois d’opérations maritimes ciblant des embarcations soupçonnées de narcotrafic.
Le Président n’a, toutefois, donné aucune précision sur les zones concernées ni sur le cadre juridique de telles interventions.
Ces déclarations interviennent dans un climat régional déjà tendu, quelques jours après une opération militaire américaine menée le 3 janvier dernier au Venezuela. À l’issue de cette intervention, les autorités de Caracas et de plusieurs pays alliés ont dénoncé une violation de la souveraineté vénézuélienne, suscitant de vives réactions sur la scène internationale.
Des responsables des Nations Unies ainsi que des experts en droit international ont estimé que cette opération contrevenait à l’article 2 de la Charte de l’ONU, qui interdit le recours à la force sans l’autorisation du Conseil de sécurité ou en dehors du cadre strict de la légitime défense.
Au Mexique, la Présidente Claudia SHEINBAUM a fermement rejeté toute perspective d’intervention militaire américaine sur le sol mexicain. Elle a rappelé que la souveraineté et l’intégrité territoriale du pays constituent des lignes rouges pour son gouvernement.
Cette prise de position illustre les inquiétudes croissantes des gouvernements d’Amérique latine face à d’éventuelles actions militaires unilatérales, jugées susceptibles d’aggraver l’instabilité régionale. Si l’administration TRUMP affirme vouloir intensifier la lutte contre le narcotrafic, le flou entourant ses intentions alimente les débats sur la légalité de telles opérations et leurs conséquences diplomatiques.
Pour rappel, l’article 2 de la Charte des Nations Unies interdit la menace ou l’usage de la force contre l’intégrité territoriale ou l’indépendance politique d’un État et consacre le principe de non-ingérence dans les affaires intérieures des pays membres.
