La situation sécuritaire en Haïti continue de se détériorer à un rythme alarmant. Selon un rapport publié, le 30 avril 2025, par le Bureau Intégré des Nations Unies en Haïti (#BINUH), 1 617 personnes ont été tuées et 580 autres blessées entre janvier et mars 2025, dans le cadre de violences impliquant des gangs, des groupes d’autodéfense ou lors d’opérations policières. Le document recense également 161 cas d’enlèvements, dont 63 % dans le département de l’Artibonite.
Le rapport met en lumière une intensification des actions criminelles visant à étendre l’influence des gangs à Port-au-Prince et ses environs. Des attaques coordonnées ont notamment ciblé les communes de Delmas, Kenscoff, Mirebalais et Saut d’Eau, ces deux dernières situées dans le département du Centre. Certaines de ces offensives visaient à contrôler des axes routiers stratégiques menant à la République dominicaine, et ont permis, entre autres, l’évasion de 515 détenus de la prison de Mirebalais.
Le BINUH alerte également sur les violences commises par des groupes d’autodéfense, dont le mouvement « Bwa Kalé », composé de citoyens armés. Ce dernier aurait exécuté au moins 189 personnes soupçonnées de liens avec des gangs, en dehors de tout cadre légal.
Les forces de sécurité sont elles aussi mises en cause. Selon le rapport, 802 personnes ont été tuées lors des opérations policières, dont un cinquième par des balles perdues. Le document évoque 65 cas d’exécutions sommaires impliquant des agents, y compris le commissaire du gouvernement de Miragoâne.
Les femmes et les enfants demeurent particulièrement vulnérables. Le rapport recense 333 cas de violences sexuelles, dont 96 % perpétrées collectivement par des gangs armés. En parallèle, 35 enfants ont été tués et 10 autres blessés lors d’attaques de gangs, d’interventions policières ou d’actes de justice populaire. Plusieurs autres ont été enrôlés de force dans des groupes criminels.
Malgré la paralysie du système judiciaire, les autorités haïtiennes, avec l’appui de l’ONU, ont lancé plusieurs initiatives pour lutter contre l’impunité. Un décret a ainsi créé des pôles judiciaires spécialisés dans les crimes de masse, les violences sexuelles et les crimes économiques. À ce jour, 114 dossiers de viol sont en cours d’instruction.
Cependant, les avancées restent très limitées sur les affaires les plus sensibles, notamment celles liées au trafic d’armes, aux massacres survenus depuis 2018, ou encore à l’assassinat du Président Jovenel MOÏSE.
Alors que les institutions s’effondrent, la population haïtienne continue de faire face à une crise humanitaire et sécuritaire sans précédent.
