En visite en France, le Président du Conseil Présidentiel de Transition, Leslie VOLTAITE, a été reçu au Palais de l’Élysé, à Paris par le Président français, Emmanuel MACRON, le 29 janvier 2025. Lors de cette rencontre, les deux dirigeants ont échangé sur plusieurs points culminants, notamment la crise pluridimensionnelle à laquelle est confronté Haïti.
La sécurité, la lutte contre le crime organisé, les enfants enrôlés dans les gangs, le processus électoral et la coopération bilatérale ont été au coeur des discussions entre MACRON et VOLTAIRE.
Face à la situation sécuritaire préoccupante en Haïti, le Président du CPT a exposé les défis liés à l’influence des gangs et aux difficultés du maintien de l’ordre. En réponse, le Président français a réaffirmé l’engagement de la France à soutenir Haïti.
Une coopération maritime franco-colombienne sera mise en place pour lutter contre le trafic de drogue et d’armes dans la région. La France apportera aussi son expertise en renseignement et envisagera de participer à l’évaluation des besoins en équipements aériens pour renforcer les forces de sécurité dont la Police Nationale d’Haïti (PNH) et la Mission Multinationale d’Appui à la Sécurité (MMAS), dirigée par le Kenya.
La restitution de la dette imposée à Haïti au XIXe siècle a également été abordée. Emmanuel MACRON a exprimé son souhait de traiter cette question avec transparence. Une rencontre importante est prévue le 17 avril 2025 à Paris, pour marquer le bicentenaire du premier paiement de cette dette qui a été un lourd tribut pour la jeune nation haïtienne d’alors.
Le Conseiller-Président Leslie VOLTAIRE a aussi mis en avant la situation des enfants forcés de rejoindre les gangs, et a présenté un programme de réinsertion, soutenu par la France.
D’autres axes de coopération ont été discutés, notamment dans les domaines de l’environnement, de l’énergie et de la professionnalisation des forces de l’ordre.
Cette rencontre représente un tournant dans les relations entre Haïti et la France. Elle ouvre la voie à des actions concrètes pour améliorer la sécurité, la justice et favoriser le développement d’Haïti. Le peuple haïtien attend maintenant des résultats tangibles.
